Special license plates; TRUST WOMEN/RESPECTI CHOICE.  Authorizes the issuance of revenue-sharing special license plates bearing the legend: TRUST WOMEN/RESPECT CHOICE.  The annual surcharge for these plates would be $25, instead of the standard $10 for most other nonrevenue-sharing special license plates.  For each set of plates issued (after the first 1,000 sets), $15 will go to the Virginia League of Planned Parenthood to provide women's health services in Virginia.

Producing Abortion or Miscarriage; Penalty: Provides that any preson, including the pregnant female, who administers to, or causes to be taken by, a pregnant female, any drug or other thing, or uses means with intent to destroy her unborn child, or to produce abortion or miscarriage, and thereby destroys such child or produces such abortion or miscarriage, is guilty of a Class 4 felony. This bill exempts medically approved contraceptives or legally prescribed medication as a means of producing abortion or miscarriage.
